{"id":6021,"date":"2020-11-04T10:20:39","date_gmt":"2020-11-04T10:20:39","guid":{"rendered":"https:\/\/www.jadek-pensa.si\/?p=6021"},"modified":"2020-11-04T15:07:25","modified_gmt":"2020-11-04T15:07:25","slug":"draft-proposal-of-the-electricity-supply-act","status":"publish","type":"post","link":"http:\/\/jadek-pensa.si\/en\/draft-proposal-of-the-electricity-supply-act\/","title":{"rendered":"Electricity storage \u2013 legal regulation under the new Electricity Supply Act"},"content":{"rendered":"<p>The Ministry of Infrastructure of Republic of Slovenia has recently put out for public consultation a draft proposal of the Electricity Supply Act of 6 October 2020 (the \u2018<strong>ESA<\/strong>\u2019). ESA is supposed to implement into the Slovenian legislation the EU regulations from the so-called \u2018Clean Energy for All Europeans\u2019 package that refer to the functioning of the electricity market (Directive (EU) 2019\/944 on common rules for the internal market for electricity). In addition, ESA will regulate the implementation of Regulation (EU) 2019\/941 on risk-preparedness in the electricity sector, Regulation (EU) 2019\/943 on the internal market for electricity, and Regulation (EU) 2018\/1999 on the Governance of the Energy Union and Climate Action.<\/p>\n<p>In accordance with the Directive (EU) 2019\/944, some areas will be regulated by the ESA entirely anew, e.g. aggregation services, advanced metering, active customers and energy communities, energy poverty, end user rights, and system service obligations. From the aspect of encouraging transition to a green and carbon-neutral economy, one of the important novelties introduced by the new regulation is legal regulation of electricity storage activity.<\/p>\n<p>One of the most important novelties introduced by the ESA is the classification of energy storage as one of the electricity activities, which will probably also improve the legal certainty and predictability for market participants.
